E-Governance for Child Labour Enforcement in Bilaspur: A Legal Response Protocol

Child labour in Bilaspur is governed by constitutional, labour, education, juvenile justice, bonded-labour, privacy, and international law. The main problem is fragmented implementation. This doctrinal and policy study examines legislation, judgments, parliamentary material, official portals, and Bilaspur-specific sources available up to 11 August 2026. It asks how existing legal duties can be connected through lawful e-governance without replacing human judgment or exposing children to surveillance. The analysis finds that the current framework already requires district nodal officers, task-force review, rescue and rehabilitation, electronic records, school-absence reporting, compensation, and inter-agency coordination. However, public sources do not provide a current district prevalence estimate. Complaint, protection, prosecution, education, compensation, and follow-up records also remain institutionally separate. The paper therefore proposes a Bilaspur Child Labour Legal Response Protocol. A protected case identifier would connect existing channels. Time-bound referrals, a rehabilitation and compensation ledger, school re-entry follow-up, privacy safeguards, and public reporting would make each remedy traceable. The Protocol creates no new offence and gives software no adjudicatory role. It converts existing legal duties into an auditable district workflow. The paper concludes that Bilaspur can narrow its enforcement gap through lawful interoperability, human review, and family support while avoiding surveillance and stigma.
